He has worked with many of the most important regulatory issues in the Norwegian renewables sector, such as the regulation of hydropower ownership including so-called reversion of hydropower assets (Nw: "hjemfall"), the rules on legal and functional unbundling of vertically integrated utilities, and offshore electrification. Furthermore, he has advised companies in the renewables industry on contractual and land rights matters, and on licence matters in hydropower and wind power M&A projects.
Frode has acted for clients in energy law litigation and expropriation matters before the courts, and has extensive experience with dispute resolution in court hearings and mediation from his years as a judge. For three years, he was head of the alternative dispute resolution entity for the consumer electricity market in Norway (Nw: "Elklagenemnda").
